NorCal Chapter

Brief Chapter Description:  Section 3.2. Purpose. The purpose of the Chapters is to bring together WESTOP Members on a geographical basis to articulate and act upon issues and concerns of their Membership within the purpose, objectives, and functions of WESTOP as expressed in Article II, Sections 2.1 and 2.2.
Section 3.3. Regulations of Operation. The Chapters shall:
(a) be governed by all provisions of these Bylaws,
(b) keep current Membership rosters,
(c) submit all operational budgets to the WESTOP Board of Directors for approval, and Board of Directors for approval, and
(d) provide written reports of current financial status of the Chapter and Membership update at each       WESTOP Board of Directors meeting.
Section 3.4. Membership. All Members of the Chapters must be Members of WESTOP.
Section 3.5. Officers. Each Chapter shall have a Chapter President, who will chair chapter meetings, will act as spokesperson for the Chapter, and will be the Chapter Representative on the Board of Directors. The Chapters may have other officers as deemed appropriate by their Membership.  Their duties and responsibilities shall be developed by each Chapter within the provisions of the WESTOP Bylaws. All Chapter officers shall be elected by the Membership of the respective chapter.

PDS CHAIR
Site selection is set for 07 but not yet for 08
FUND DEVELOPMENT
1,200.00 PDS
Thanks to Sam Blanco we raised $550 for Scholarship fund with Kings Tickets.

LEGISLATION & EDUCATION-
In trying to boost the profile of our programs it was noted we have12% of congress representatives in California so we should be inviting them to WESTOP conference and to other events to continue advocacy of our programs.

MEMBERSHIP-
Still working on developing on promotion to recruit new members

STUDENT LEADERSHIP CONFERENCE-Diana
Committee meeting followed NorCal meeting. Working with coffee house on campus to get meals between 4-5 dollars. T-shirt contest-deadline extended December 15, still looking for more entries. Flyer is posted online.  Registration will be on cvent and Jan 12, 2007 is the registration deadline.
Programs can bring up to 20 participants.  Additional funding-proposal submitted for food, programs, t-shirts, $8,000

PDS (Lois)
Registration went well, using cvent with 65-online, 2-on site registrations.  Overall the event went well but there were issues with the hotel (Embassy Suites-Seaside). A letter of complaint was sent to the hotel for the hidden charges. Darlene helped contact members to bring raffle items
Sept 30, 2007 will be the next PDS Lake Tahoe
Suggested that we develop a guideline of procedures in negotiating future contracts.

SCHOLARSHIP-
The chair will email, in mid December, the letter about the policy seminar scholarship
All scholarships checks have been mailed out except for one
The issue-scholar has deferred graduate school for a year. It has been decided that she will not receive the scholarship-it will be given to another student so that the money is used now.

ANNUAL WESTOP CONFERENCE-Romeo
Burlingame conference
Registration announcement - 675 names on emails -183 have registered 20% paid with credit card 343 have not taken any action, not checked on the site at all.
Concern is that conference is a little earlier- maybe not everyone has registered
Still looking for more committee volunteers.
Arnold Mitchem has been confirmed for the plenary
Larry Oxidine has also been invited
May or may not have a pre-conference, still to be determined
College Board is interested in getting more involved with programs that help low income students
Ben Botello-has volunteered to do a pre-conference on how to properly run a TRIO program
It’s a revenue builder to have a pre-conference-proposed to bring in $20,000. So really looking to have a pre-conference at WESTOP

Unfinished business
-McNair Grant Proposal Jan 31 due date.

New Business:
We should get more data gathered together to help advocate for our programs as well as our neighboring TRIO programs.

Announcements
Next chap meeting will be at WESTOP conference and will be on Sunday afternoon 5PM before the conference begins.  Invite to all new members to find out more info on the organization and to answer any questions
