As TRIO professionals and educators, we have seen the importance of
supporting the Council for Opportunity in Education
(COE), through WESTOP's Fairshare. A direct result of these efforts
was reflected in TRIO's appropriation for FY 2001 of $730 million, that's
an increase of $85 million from FY 2000. The success of COE is directly
attributed to the active support and participation of TRIO professionals
throughout the nation.
By contributing to Fairshare (through personal contributions, subscriptions,
or institutional memberships) you are essentially contributing to the success
of TRIO. Only with your support, can the Council for Opportunity in Education
effectively carry out three activities that are crucial to your program and
your students:
*Consistently sending a message to Congress and to the public that TRIO works
and is a good, solid federal investment.
*Consistently working to advance equal educational opportunity and promote
diversity in America's colleges and universities.
*Consistently working hand-in-hand with the U.S. Department of Education to
keep ahead of changing regulations and to effectively provide technical assistance
to all TRIO Directors who are attempting to resolve funding and compliance
issues.
With your active leadership and assistance, COE can expand the number of TRIO Programs that will benefit more students from low-income families who need TRIO support services.

Fairshare is a fundraising effort designed to provide financial support to the Council for Opportunity in Education. The revenue received through Fairshare allows COE to effectively manage the day to day operations of the association. WESTOP is a part of the ten regions that make up COE, and each region has a designated amount to contribute to COE. The yearly amount is based on the number of TRIO programs in each region. WESTOP is responsible for raising 156,822 for the 2001-2002 Fairshare campaign.
How Do I contribute to Fairshare?
There are three ways you can contribute to Fairshare: personal contributions, Equality subscription package, and institutional membership.
Personal contributions - Personal contributions are critical to the success of the TRIO community, to our students, and to the expansion of TRIO programs nationwide. All members are encouraged to make a contribution to COE. Each year, the people who have made personal contributions are recognized during the COE Annual Conference.
Equality Subscription Package (An Allowable Cost) - It is essential that all TRIO professionals keep up with issues that affect their programs and students. You should be aware of what TRIO professionals across the nation are doing to better assist their students and improve their programs. COE publications and periodicals offer important and insightful information for TRIO professionals. The cost of a subscription package costs only $200 (if you are an institutional member) and includes 4 issues of the newsletter EQUALITY, semi-annual copies of Opportunity Outlook, and an annual directory of TRIO Programs nationwide.
Institutional Membership (An Allowable Cost OMB Circular A-21, I.28.a) - There are currently 2,400 TRIO Programs at approximately 1,200 colleges, universities, community colleges and agencies serving an estimated 730,000 TRIO students. It is important that institutions and agencies become involved in the future of TRIO Programs by becoming institutional members. Currently, an institutional membership is $1,300.
As a member of the Council, what services will I enjoy?
Proposal Writing Workshops
To assist institutions in preparing grant applications for all TRIO
competitions, the Council sponsors special proposal writing workshops
for Members only. These workshops include an overview of the proposal
development, editing and review process; an analysis of common mistakes
made by unsuccessful applicants as well as characteristics of high-ranking
proposals. Over 90 percent of the institutions that participate in the
Proposal Writing Workshops are funded.
Congressional Representation
To build support for our nation's TRIO programs and to ensure that
Americans from low-income families have a realistic chance to enter and
graduate from college, the Council has successfully established relationships
with key Members of Congress. Through the Council's Congressional Awareness
Program, TRIO students, parents, graduates, administrators, counselors
and teachers are represented when Members of Congress convene to appropriate
funding for various education programs in America.
Liaison with the Department of Education
To keep Directors of the TRIO programs ahead of changing regulations,
the Council works closely with the Department of Education. The Council
provides special technical assistance to TRIO Directors nationwide and
assists institutions in resolving funding and compliance issues. As an
additional membership service, the Council also sponsors an annual seminar
that enables institutions to improve relations with the Department of
Education.
Annual Conference
Each year the Council sponsors the largest gathering of professionals
employed in institutionally-, state-, and federally-funded opportunity
programs in America. Participants hear from nationally renowned speakers
and have an opportunity to exchange information and ideas with fellow
members of the national TRIO community.
Access to Valuable Resources
Members of the Council have immediate access to a powerful information
Network. This Network keeps members on top of political, legislative
and regulatory events that may potentially affect funding levels for
all TRIO programs. In most cases, members who actively network at the
legislative level are more competitive at the funding level. Many Council
members use the Network to improve their programs and services, to access
vital research, to keep up with changing technology and to identify new
potential opportunities for their students.
Institutional Membership
Institutional Members of the Council include those colleges, universities
and agencies that are seeking to improve the quality of their TRIO Programs,
promote their TRIO students and graduates and advance the ideal of equal
educational opportunity in postsecondary education. In addition, all

Council for Opportunity in Education --The Mission...
The mission of the COE is to advance and defend the ideal of equal opportunity in postsecondary education. As such, the concern and focus of COE is to assure that the least advantaged segments of the American population have a reasonable chance to enter and succeed in a program of postsecondary education. Another purpose of the COE is to provide a voice and a political vehicle for administrators, counselors, and teachers, who are employed in institutionally, state, and federally funded programs, especially those professionals associated with TRIO programs.
The council's overall purpose includes the following:
To provide a unified voice in the cause of educational opportunity on
behalf of the student;
To further the expansion of educational opportunity programs;
To promote communication and cooperation among persons working in educational
opportunity programs throughout the United States;
To further public awareness of the needs of disadvantaged students enrolled
in or aspiring to postsecondary education;
To conduct meetings, research, and evaluations; offer scholarly publications;
and engage in other educational and charitable activities dealing with issues
relating to educational opportunity;
To form coalitions or relationships with other organizations with similar goals
and objectives relating to ethnic, minority, and/or disadvantaged groups;
To engage in other means as may be necessary and proper to accomplish the foregoing
purposes.
